PERM, or Program Digital Assessment Administration, is the method by means of which US employers search approval from the Division of Labour to sponsor international staff for everlasting residency. As a part of the method, employers usually have to point out that no certified and accessible US staff exist for the job and that hiring a international employee is not going to damage the wages or working circumstances of American staff.

In July, the Trump administration launched a serious investigation into alleged fraud involving the H-1B and PERM employment visa programmes. Cognizant was based in Chennai in 1994 and is now headquartered in Teaneck, New Jersey. In keeping with knowledge shared by the US Citizenship and Immigration Companies, Cognizant had obtained approvals for 3,510 H-1B visa petitions as of June 30, in contrast with 9,413 in 2020.
