Tamil Nadu Finance Minister N. Marie Wilson will be presenting the budget, the first for him and his party — Tamilaga Vettri Kazhagam (TVK) — on Wednesday. The budget will be the first litmus test of whether Chief Minister C. Joseph Vijay’s government can deliver on the big-ticket welfare measures he promised before the elections while ensuring that Tamil Nadu stays on its growth trajectory.

In an acknowledgement that all the promises could not be delivered quickly, Mr. Vijay, in his speech soon after being sworn in as the CM, sought some time by claiming that the previous DMK government had “emptied the treasury”. Moreover, the government also released a white paper on the State’s finances, which blamed the DMK for increased borrowings and failure to widen the State’s own revenue base.
