There were two NASAs on display in 2026, and they were hard to reconcile. In April the agency flew astronauts around the Moon for the first time in more than fifty years. Within the same few weeks, the White House proposed some of the deepest budget cuts in NASA’s history, most of them aimed at the science that has arguably been its greatest strength.

The two stories ran side by side, and taken together they say a lot about where the agency actually stands.

I am a writer with a long interest in this beat, not an aerospace engineer or a budget analyst, so treat this as a careful reading of the events rather than expert testimony.

The triumph: Artemis II

Artemis II carried four astronauts on a loop around the Moon and back, a mission of roughly ten days that ended with a splashdown in the Pacific. It was the first time a crew had travelled to the Moon’s vicinity since Apollo 17 in 1972, and it went off with the fanfare you would expect.

It is worth being precise about what it was. Artemis II was a flyby, a crewed shakedown of the Orion spacecraft and its systems, not a landing. Nobody set foot on the surface. That step is meant to come with Artemis III, later in the programme. What Artemis II proved is that the hardware can carry people out to the Moon and bring them home safely, which is not a small thing to demonstrate after half a century away.

The crew also became the first people in decades to see the whole Earth shrink to a distant sphere, the view I have written about as the overview effect. For a moment, NASA looked exactly like the agency of the popular imagination.

The threat: a proposed budget

The other story was less triumphant. The White House budget request for the agency proposed cutting NASA’s funding from about 24.4 billion dollars to roughly 18.8 billion, a reduction of around 24 per cent. The heaviest blow fell on science: the request would have taken the Science Mission Directorate from about 7.3 billion dollars to around 3.9 billion, a cut of nearly half.

The request did not spare the Moon programme from criticism either. As Spaceflight Now reported, it described the Space Launch System, the giant rocket that sent Artemis II on its way, as grossly expensive and delayed, and proposed winding it down in favour of other approaches. Human exploration was, on the whole, protected. Science and climate research were where the axe was pointed.

Whatever one makes of that priority, and it is a genuinely contested question, the proposal would have fallen hardest on the robotic probes and telescopes that produce most of NASA’s discoveries per dollar spent.

What Congress actually did

Here the distinction between a proposal and a law matters, and it is easy to blur.

A White House budget request is exactly that, a request. Congress writes the actual appropriations, and in this case it declined to go along. Lawmakers passed a budget of about 24.4 billion dollars for NASA, holding the agency close to its previous level, and rejected the deepest cuts to science, funding the Science Mission Directorate at roughly 7.25 billion rather than the proposed 3.9 billion.

The rejection was bipartisan and not especially close. The spending package cleared the House by 397 votes to 28 and the Senate by 82 to 15. Missions that had been on the chopping block, including the long-running New Horizons and Juno probes and the nearly finished Nancy Grace Roman Space Telescope, were kept alive. So the severe cuts were proposed and then largely turned aside, not enacted.

The tension underneath

It would be easy to file this as a scare that came to nothing, but I think it revealed something more durable about NASA.

The agency has long contained two impulses that compete for the same money. One is human spaceflight, which is expensive, slow and politically popular, embodied by Artemis and its enormous rocket. The other is robotic science, which is comparatively cheap and returns an outsized share of what we actually learn about the universe, embodied by the probes and telescopes. The 2026 budget fight was, at bottom, an argument about which of those NASA is mainly for.

It also showed how much of the agency’s direction rides on the annual politics of a single budget line. A mission like Roman can be built over many years and then find itself, months from launch, listed for possible cancellation, saved only because enough legislators pushed back. That is an uncomfortable way to run a science programme, and it is the way it is run.

What to watch

The next markers are clear enough. Artemis III is meant to put astronauts back on the lunar surface, though its timeline has slipped before and may again. The debate over the Space Launch System, and whether commercial rockets should take over more of the job, is not going away.

And the budget will come round again, as it does every year. NASA spent 2026 proving it can still do the hardest thing it knows how to do, and then spent it defending the quieter work that may matter more. Both halves of that story are the real NASA.
