amil Nadu Budget 2026 Highlights: The maiden Budget of the Tamilaga Vettri Kazhagam (TVK)-led government in Tamil Nadu headed by Chief Minister C Joseph Vijay was presented by Finance Minister Marie Wilson in the Legislative Assembly on Wednesday (August 5, 2026). The state government is also scheduled to present the Agriculture budget on August 6.

The new Tamilaga Vettri Kazhagam(TVK) led Tamil Nadu Government has identified Artificial Intelligence to be a key priority with its first Budget including multiple AI-focused initiatives to improve education, governance and industrial growth.
The government has announced the setting up of an AI and innovation city called ‘Arivagam’ where AI companies, startups, Global Capability Centres(GCC), and other research institutions working in domains like quantum technology and computer infrastructure will come together to develop the state’s AI and deep tech ecosystem.

Tamil Nadu Budget 2026: Government bets big on AI for education, governance and industrial growth
The new Tamilaga Vettri Kazhagam(TVK) led Tamil Nadu Government has identified Artificial Intelligence to be a key priority with its first Budget including multiple AI-focused initiatives to improve education, governance and industrial growth.
The government has announced the setting up of an AI and innovation city called ‘Arivagam’ where AI companies, startups, Global Capability Centres(GCC), and other research institutions working in domains like quantum technology and computer infrastructure will come together to develop the state’s AI and deep tech ecosystem.
The AI city will include an AI university, an international skill development centre, a semiconductor hardware testing lab, innovation incubators and residential infrastructure. A feasibility study for the establishment of the AI city will be undertaken at an estimated cost of ₹5 crore. Read more here

Tamil Nadu Budget 2026: What to expect as TVK-led CM Vijay government prepares major welfare announcements
Since July 2, Tamil Nadu Chief Minister C Joseph Vijay has been holding a series of department-wise review meetings to assess the implementation of ongoing infrastructure projects and welfare schemes across departments. The outcome of these reviews is expected to be reflected in the Budget proposals. According to sources, there will be some important announcements for youth and women.
Since assuming office on May 10, the TVK government fulfilled some of its poll promises. These include the formation of the Singappen Special Force to prevent crimes against women and children, providing 200 units of free electricity to domestic consumers whose bimonthly consumption is up to 500 units, administrative sanction for an Anti-Narcotic Drugs Unit, and waiver of cooperative crop loans up to ₹75,000.
The State government also issued an order to implement the Thaaimaman Thanga Mothiram Thittam, under which one-gram gold rings will be provided to babies born in government hospitals across the State. It also ordered the expansion of the Perunthalaivar Kamarajar Breakfast Scheme (previously called the CM’s Breakfast Scheme) to include students in government and government-aided schools from Class VI to VIII. Both schemes will be launched in September.

Amid heightened expectations, the maiden Budget of the Tamilaga Vettri Kazhagam (TVK)-led coalition government in Tamil Nadu headed by Chief Minister C. Joseph Vijay will be presented in the Legislative Assembly on Wednesday (August 5, 2026). Finance Minister N. Marie Wilson will present the State Budget for 2026-27 at 10 a.m. in the Assembly.
The TVK-led government had released a White Paper on the State’s finances flagging several shortcomings and irregularities in financial management under the previous regime. The White Paper said Tamil Nadu’s actual outstanding debt stood at ₹13.18 lakh crore, including the combined debt of public sector undertakings. It also flagged a “revenue collapse” and highlighted the declining share of the State’s Own Tax Revenue (SOTR) compared with that of several other States.

Tamil Nadu Budget LIVE: White Paper flags debt burden in Tamil Nadu power utilities
The Tamil Nadu Energy Department released a White Paper on the State’s power sector last month, highlighting a debt burden of ₹2.47 lakh crore, severe manpower shortages and ageing infrastructure. The report outlined plans to spend nearly ₹49,500 crore on recruitment, infrastructure upgrades and generation projects to strengthen the electricity network and ensure uninterrupted power supply.
The White Paper, which examines the performance of the four companies under the Tamil Nadu Electricity Board (TNEB), said that outstanding debt stood at ₹2.47 lakh crore as on March 31, 2026. Borrowings during 2021-26 rose to ₹87,399 crore from ₹67,652 crore in the previous five-year period.
Releasing the report, Tamil Nadu Minister for Electricity, Energy Resources and Law CTR Nirmal Kumar alleged that the power utility had suffered from “complete mismanagement” over the past 25 years.
According to the White Paper, the consolidated revenue-expenditure gap of the TNEB group narrowed sharply to ₹933 crore in 2025-26 (revised estimate), largely due to the tariff revision implemented from July 1, 2025. The deficit stood at ₹14,542 crore in 2020-21 and ₹12,669 crore in 2010-11. Revenue receipts increased to ₹1.23 lakh crore in 2025-26, while expenditure stood at ₹1.24 lakh crore. Tamil Nadu Budget LIVE: Ageing population and rising debt could push Tamil Nadu towards a fiscal trap, says White Paper
Tamil Nadu’s fiscal position has deteriorated substantially since 2021 with rising debt, record revenue deficits, slowing own-tax revenue growth, and growing committed expenditure burdens, a white paper on state finances released by the new TVK Government on Tuesday, said.
Plugging revenue leakages with better administration is a key solution that the government lays down as it sets out to improve the financial position of the State while delivering on its welfare-heavy poll promises.
Among its six principal findings is that the State’s outstanding debt has grown at a CAGR of 14.3 per cent in the last five years and is at ₹10 lakh crore in FY26. Off-budget contingent liabilities and guarantees push this total fiscal exposure to Rs. 13.18 lakh crore, it adds. Read the full report here
