28 JKAS officers likely to be promoted

JAMMU, Aug 3: The Jammu and Kashmir Cabinet scheduled to meet tomorrow in Srinagar is likely to give nod to outsourcing of operations and maintenance of Yoga & Wellness Centre & Aparna Ashram at Mantalai and Hotel Ashok at Gulmarg through Public Private Partnership (PPP) mode on concession period, opening of IT/Innovation Park in the UT and promotion of 28 officers of Jammu and Kashmir Administrative Services (JKAS) besides various other developmental projects and administrative items. The Cabinet is also expected to give land for establishment of an Army Goodwill School at Behibagh in Kulgam district of South Kashmir.

All Cabinet decisions are subject to approval of Lieutenant Governor Manoj Sinha.
As earlier exclusively reported by the Excelsior, the Cabinet meeting to be chaired by Chief Minister Omar Abdullah at 4 PM at Civil Secretariat on Tuesday, is also expected to clear the date and duration of brief Legislature session in Srinagar in the month of September.
As per more agenda items sent for the Cabinet approval by different departments, the Cabinet is likely to approve outsourcing of operations and maintenance of the Yoga and Wellness Centre and Aparna Ashram at Mantalai in Udhampur district through PPP mode for a concession period of 20 years including one year development period, which may be further extended by 10 years based upon mutual agreement and satisfactory performance of the Concessionaire as per the conditions specified in the Concession Agreement.
The proposal has been mooted by the Tourism Department held by Chief Minister Omar Abdullah.
In the budget session of the Legislature in February this year in Jammu, the issue of Mantalai assets was raised by the legislators and the CM had promised that the Government will shortly come out with a decision. There have been reports that the assets raised at Mantalai are getting damaged in the absence of their use.
The Government proposal could lead to tourism boom at Mantalai. Already, many people are visiting Sudhmahadev and Mantalai.
Another significant proposal before tomorrow’s Cabinet meeting is establishment of IT/Innovation Park in Jammu and Kashmir. The Park will be developed in collaboration with the Indian Institute of Technology (IIT), Jammu.
The Cabinet is expected to give nod for outsourcing of Hotel Ashok at tourist resort of Gulmarg in Kashmir though the PPP model for a period of 40 years including a five-year construction period, as per market benchmark (36+4), on a DBFOT basis and for the approval of the RFP and Concession Agreement.
The Cabinet is likely to transfer four kanals land to the Tourism Department for construction of Cafeteria with allied work at Hiranagar in Kathua district and transfer of four kanals and 11 marlas land to the Industries and Commerce Department, for establishment of a Craft village in Sonpah in Budgam district.
The Cabinet is expected to grant seven kanals and 5 marlas land to the School Education Department for establishment of an Army Goodwill School at village Behibagh in Kulgam district.
The Cabinet is likely to clear promotion of 28 JKAS officers.
Jatinder Mishra, the JKAS officer, is likely to be promoted to the Selection Grade of JKAS and will get Selection Grade (Non-Functional).
Nine JKAS officers will get Special Scale.
They include Dr Sunil Sharma notionally with effect from 15.05.2026 and regular basis prospectively, Zahoor Ahmad Magray, Syed Sajad Qadri, Masarat Hashim, Sonali Arun Gupta, Atul Gupta, Ritu Mahajan, Mohammad Anwar Banday and Dr Mohammad Tanvir, all prospectively.
Eighteen JKAS officers will get Selection Grade of JKAS.
