BENGALURU — India’s 72.8 billion rupee ($764.8 million) initiative to create a rare-earth magnet business has attracted a rush of bidders, each home and worldwide. However firms looking for the incentives are questioning whether or not New Delhi’s desire for smaller, vertically built-in vegetation backed with time-limited subsidies can produce gamers that may go head-to-head with international rivals.
